User Story
As an administrator of DataShop, I want to see dataset metrics that are updated at a regular interval so that we can easily put tables on posters for important meetings such as NSF Site Visits, Advisory Board Visits, etc.

- Determine where the metrics will be viewable
- Determine who can see which metrics
- Write procedures to calculate metrics
